A Bacterian outlaw, Cactus Joe was so named because his head resembled a cactus. He was engaged in many illegal operations and was often seen around the shady underworld of Bacterius.
Cactus Joe appeared in the "Most Wanted" databases of many galactic law enforcement organizations.
