System Council

A System Council is a basic administrative organ in the Hemmoian Federation, tasked with governing a single star system. Derived from the general idea of the Infinite Pyramid model of government, a System Council is an intermediary unifying unit between a Planetary Council (Planetary Administration) and a Sector Council.

A System Council consists of representatives of a star system's Planetary Councils and makes decisions collectively based on their vote. A System Council may have a chairman and may appoint a System Administrator by vote, but such a position is not required by law.

Occasionally, several star systems may fall under the authority of a single System Council. This generally happens with low population systems and regions with uninhabited star systems.
