Navbox

As you might've noticed, I tried to implement the Navbar from Wikipedia to PSA, but it seems that the version in use there, and obviously here too, does not support the if-command. As it would be highly useful template and much easier than doing tables manually I'd definitely support a version upgrade on the server's MediaWiki.

And in case you're wondering I mean navbox similar to http://en.wikipedia.org/wiki/Template:Finland_topics
