The Hephaestus Republic should be in the Beta Quadrant. So there's a definate error there, alright.

It doesn't really matter where it's at in the Beta Quadrant. Place it where-ever you like.

hrrrmmm ....
There is of course the slight logical problem the GA "southern" territories are annexed Bacterian colonies which would logically make the Hephaestus Republic colonies rather new establishments put there some time after the Third Bacterian War.
Also, the map does not display any other GA possessions in Beta at all, although the PSE lists a number of (apparently gigerdian-colonized) beta quadrant systems under GA rule. Where all this shit is supposed to be I have no idea.
So in addition to just sticking the FRH in there, a whole swath of space should be cut from Beta for the GA beta colonies.
The galaxy of course, is three dimensional, allowing overlaying empires.
possibility 1
Here is one proposition: the GA and UFP spaces overlap. This extended GA territory is either over or under UFP space in the same quadrant. This "bridge" then connects to the vacant rim territory in beta. This then, is where all the GA beta systems are.

possibility 2
Another bridge, this time connecting the GA into the vacant Free Zone over (or under) both UFP and IPA territories. Personally I like this one better because the FRH seem like the kind of dudes to hang out with the Free Zoners rather than the folans and the vemrers and what have you. This GA "underspace" territory might also extend all the way to earth across UFP space, making humans and gigerdians real next door neighbors (possibly explaining their early contact).
