Agent Thebes Merklend of the Section 18 was assigned to the ISA Embassy 57 shortly after President Rubek came to power. According to President Rubek's vision, the new vigilant alliance "needed eyes and ears everywhere", and thus several agents trained in diplomacy were assigned to wherever possible. Agent Thebes Merklend was given the job of supervising the "interracial relations" on ISA Embassy 57. He was given the title of a pseudo-ambassador, but officially worked under the official ambassador, Preston Preston. The two did get on fairly well, although most of the other members of the diplomatic staff immediately took their distance from this enigmatic and quiet character. Merklend only spoke when he really needed to - thus leaving very little space for social interraction with the rest of the staff. He was known as a rather arrogant and madly loyal individual, which caused some of the ambassadors to quite openly question his intellect on several occasions.

At the end of Rubek's presidency, Merklend was arrested for a brief time for questioning. The 'new' Section 18 administration felt that Merklend was too much a shadow of past times, and he was quietly transferred to a smaller Section 18 office near the Donor system.
