Lower decks
The "Lower Decks" of the Peace Station were, as the name suggests, the lowest somewhat unfinished parts of the station. The reason why certain areas of the lower decks were left unfinished to begin with is open for debate, but the most common explanation is that the contractors constructing the station ran out of time and thus left the decks half-finished especially from the interior parts of the bulkheads.
The lower decks were also known during the entire operating period of the station as the cellar decks among the personnel of the station, since the decks at first had housed storage areas, but quickly became a safe haven for the less reputable travelers and folk inhabiting the station. High crime, smuggling operations, illegal weapons production and unlicensed bars along with other ills infested the lower decks for the entirety of the stations operational period. Illegal and sometimes legal gambling facilities were also featured in abundance on the lower decks.
The lower decks at first housed cheap motel-like accommodations on a small scale for the various drifters passing through the station, but as the flow of people increased a lot of the former storage areas were dismantled and suddenly found new purposes for the newer, shadier settlers of the decks to use as they pleased.
The station security attempted to contain the lower decks many times, but because the various somewhat organized crime cartels often constructed very well managed networks for hiding and smuggling of goods inside the lower decks, it was often hard to bring anyone to justice for longer periods of time.
During the final operational months of the station during the fifth year, the station security was forced to empty the entire decks by force since the sheer volume of drifters and illegal occupants on the decks had reached a breaking point. Naturally the population on the cellar decks had quietly continued to drop during the duration of the Timocracy War, but during the last year of the stations operations the ill-reputable folk had found a way to slither in again through the numerous cargo transports making stops at the station along with normal tourist traffic.
